What is License per Invoice (LPI)?

In Thailand, importing certain regulated products—such as pharmaceuticals, food, cosmetics, and medical devices—requires a License per Invoice (LPI), also known as the License per Invoice system. This license ensures each shipment complies with Thai Food and Drug Administration (FDA) and customs regulations. Let's explore what LPI is, how it works, and why it’s crucial for importers.

 

What is License per Invoice (LPI)?

"License per Invoice" refers to "one license per commercial invoice" or "the requirement to use one import/export license for each commercial invoice utilized in a specific import or export transaction."

Generally, certain types of controlled goods in Thailand, such as food, pharmaceuticals, medical devices, cosmetics, specific automotive parts, or security-related items, require an Import License or Export License from relevant government agencies. These might include the Ministry of Commerce, the Food and Drug Administration (FDA), or the Department of Industrial Works, among others.

 

How does the LPI process work?

  • Prepare import documentation: commercial invoice, packing list, airway bills, HS codes, product certificates, etc.
  • Submit via National Single Window (NSW) or FDA’s e‑Logistics system, 2–3 days before shipment arrival.
  • Review by FDA and customs: verification typically completes within 1–2 days.
  • Label your shipment:
    • Green label = release without inspection
    • Red label = subject to further inspection
