What is ATA Carnet?

For businesses frequently transporting goods across borders for temporary purposes—such as trade shows, product demonstrations, or importing filming equipment—managing customs formalities can be complex and costly. The ATA Carnet is a crucial tool that simplifies these processes significantly while saving you money.

The ATA Carnet (Admission Temporaire/Temporary Admission) is an international customs document used as a temporary goods passport for items imported or exported within member countries under the ATA Convention. Crucially, this document is accepted by Thai Customs and serves as a substitute for posting security or undertaking bond transactions required for temporary imports.

Key Benefits of Using the ATA Carnet

Utilizing the ATA Carnet ensures that your temporary import-export processes are seamless and efficient, aligning with Thai Customs regulations:

  • Temporary Duty Exemption: Goods listed on the Carnet are generally exempt from customs duties and Value Added Tax (VAT) in the destination country, provided they are re-exported within the specified timeframe.
  • Single Document for All Formalities: One Carnet can be used as the customs declaration for temporary export, temporary import, transit, and re-import. This eliminates the need for separate national customs documents in each member country.
  • 1-Year Validity: The Carnet is valid for a maximum of one year from its date of issue and can be used for multiple temporary movements across various member countries, subject to the items and quantities listed.
  • International Guarantee: The Carnet acts as an international guarantee for the potential duties and taxes that would be due if the goods were not re-exported from the foreign country as required.

Types of Goods Eligible for ATA Carnet

In accordance with the agreement and guidelines set by Thai Customs, goods eligible for the ATA Carnet must fall under three main temporary purposes:

  1. Goods for Exhibition, Fairs, and Similar Events: Such as booth equipment, demonstration samples, promotional materials, and products used solely for display.
  2. Professional Equipment: Including film/video production gear, editing equipment, specialized tools, performers' instruments, and surveying apparatus.
  3. Commercial Samples: Samples brought in solely for demonstration or display purposes to solicit orders (must not be sold or consumed).
